I believe it came from a womens' dating forum. Now do most women seriously follow it? Almost certainly not but I don't know any blokes that care about this rule. Why would they?

You'd be surprised at how much "incel" terminology about how women are, started out as advice in self help literature by and for women, or in magazines like Cosmo. There used to be a whole subreddit for Cosmo's terrible relationship advice.
Guys don't follow that rule (unless they are gay), they worry about women following it. It appears to be originating from a post on the (rather toxic and apparently now defunct) reddit sub /r/FemaleDatingStrategy many years ago, but apparently is still being brought up.

The only three 6 mafia rule i follow is "What is her favorite three 6 album"? Anything after "Da Unbreakables" is a red flag IMO. If "Chapter 2" or "Live By Yo Rep" come up, I might be in love.
