That's basically the job description of any senior software development role, at least at any place I've worked. As a senior pumping out straightforward features takes a backseat to problem analysis and architectural decisions, including being able to describe tradeoffs and how they impact the business.
This is (at least in theory) the current job of executives. You market yourself with a narrative that explains why projects have succeeded and failed such that you can project high confidence that you will make future projects successful.
Question 1: is this indeed what is most valued at the moment?
