You're looking backwards in time. Look forwards and it makes more sense.

With climate change causing more extreme weather events and an aging and increasingly more and more difficult to update power grid facing unprecedented strains, I think power disruptions like this are more likely than less. So it makes sense when you look forward rather than backwards in time.
