It seems to me that Brooks' point was that it took time for new developers in an existing team to understand what work had already been done. They also needed time to understand the state of evolving or unclear requirements, as OP points out.

My small experience with AI makes me think that it can analyze and understand requirements and code very quickly, so I suspect that Brooks' maxim may not apply to AI.
