Getting a lot of errors from OpenRouter's endpoint "Failed to get response from the AI model; retried 5 times (total retry wait time: 60.71 seconds) Last error: 429 Provider return error"

It works when it works, but will probably be flaky AF for a few days.

700000 because there's no detail yet on the safe completion limit for most harnesses (OR lists 1M for both which makes no sense). COPILOT_OFFLINE enables all calls except to OR (no GH servers).
