It's possible the Azerbaijan/Armenia thing and lack of outcry or attention helped Russia/Ukraine, Israel/Gaza, Sudan/Darfur, etc get rolling.

When you have revanchast or expansionist power see another one "get away with it" they think to themselves "now is my time to do some dirty work."
