I also suggest feedback loops, which most major mailbox providers support. There are also a plethora of free lookup tools that will tell you about the history of an IP. If you spin up a VPS and get a crappy IP, just destroy it and create a new one and check it's IP. Lather, rinse, repeat until you get an IP that either doesn't have a negative rep, no reputation, or you get lucky and get the IP from my last VPS that had a stellar IP rep. until I moved to a new VPS provider.
