No, far from it. A free market doesn’t have regulations, subsidies, tax incentives, bailouts, etc.

The 'free' in free markets is a spectrum. A market without anyone enforcing limits will just coalesce to a couple large player(s), and won't remain free for long.
I think that's just called anarchy.
