It seems to me the newspaper requirement needs to be nerfed and moving forward companies should require jobs be listed at the top most popular job advertising platforms (whether it be a website or what have you) as fully remote, US citizen only. Every application and interview needs to be submitted before applying for a VISA for a clear paper trail.

Theres no shortage of talent in the US, companies just need to hire remote more. Not everyone wants to live in one state for tech jobs.

I don't disagree. All regulatory issues. But, "not everyone wants to live in one state for tech jobs" - the trend is going the other way where hybrid/office is becoming the norm again. In any case, not too long ago, we were all working from office, which was the norm.
