Franklin was pretty specific, it was a good enough Constitution "for now" with a rickety set of checks and balances that'd do for a while .. until a Despot showed up.
He was thinking of "the people" having an ongoing scrutiny and active control to prevent any such slide .. rather than sitting about on their arses, not voting and counting on using guns if it got too bad.
