This is one of those countersmells that flags people as unserious. It was at best an amusing quip from the days of extended memory PCs about why they should move to modern OSes.
Gates, of course, was talking about the address mapping design points in software on a CPU that had 20 address bits. Unless you're arguing that 384k was too much for the paltry framebuffers actually deployed on 8086's and would have preferred a 896/128 split; in which case I agree! But alas.
