Sometimes these things are a prelude to constitutional changes, or at least could be in the minds of the proponents.
Sometimes they do know but do it anyway (or even for that very reason) because it serves their political interests and then the great bill they were supporting is blocked by someone else, which can be blamed as needed.
I think Trump played that game a number of times, for instance.
