It is a community implementation although the vast majority of contributions come from Oracle staff. RedHat, in particular, has made numerous contributions.
Sun's JDK implementation was made open source (GPLv2) in 2006 and dubbed OpenJDK.

Back when I was a kid, there were two toy stores near my grandma's house and they had such a competition. And people were always buying and there was sort of a hype between the two, you could either believe in this or that. And then once my mom asked one of them about something and they told us both stores were owned by one person...
And now you can think you are with or against the corporate Java and in the end you are under Oracle no matter what.

It was Sun's project before Oracle bought Sun. Sun worked a lot with Netscape back in the day to make Open Source Software happen at all. From 1998-2004ish, Netscape and Sun were the open source projects and the strongest proponents of the licensing and development models. Oracle absorbed all that good will with the purchase.
