Compared to any normal hosting provider, you'd be paying 50 €/year for what Oracle is handing over for free. Plus you don't need to use the absolute trainwreck that is the OCI web console.

"Cloud" providers are not the only way and you get precisely none of their benefits if all you do is run a single instance, so they're really not a good comparison.
