How would suppressing upvotes solve the occasional appropriately hostile comment to other hostile comments? That does not even make sense, just as the mythical demon burger you conjured from the dark depths of cognitive ineptitude, makes no sense.
I also happen to mention, in the trimmed parameters of your selective excerpt, that I rarely downvote. Suppressing the ability to upvote has no plausible such effect as you imply.
