It's perfectly believable if you haven't drank the kool-aid. The entire US economy is now wraped around fraudsters selling a dream that will never materialise. Chinese LLM development is about building practical tools with a useful technology, in a sustainable manner. It's not that they don't believe agents can't do naughty things. It's that they understand this technology is not, and will never be, "AGI".
