The money is flowing in one direction only now, but what the "Stammtisch" likes to forget is that Bavaria has benefited from transfers until as recently as 1992, and from 1950 to 1986 (36 years!) the money also flowed in only one direction - but the opposite one, from other states to Bavaria.
