Yes most comments makes no sense to me. The statement basically both allows surveillance of non-american people and prevents imaginary LLM weapons (I highly doubt we'll see a LLM fully automating a weapon...)

There is no popular support whatsoever for reining in foreign intelligence collection or processing. Americans generally don’t care about things that don’t affect them when it comes to policymaking (or the richest country in the world would do something meaningful about the 20k that die every single day from lack of access to fresh water).
