Volume and loudness are different things (https://en.wikipedia.org/wiki/Loudness_war) and pervasive loudness is absolutely a thing. Just turning down the volume doesn’t fix dynamic range compression.

We also apply multiple kinds of normalisation to audio tracks to have them play at the appropriate level for their use case; so that the user doesn't have to adjust the volume when the TV switches from showing a war film, a panel show, a news program, a music channel, and a nature documentary - each is played with appropriate settings pre-baked relative to the others.
