Surprisingly effective solution:
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate]
"ProductVersion"="Windows 10"
"TargetReleaseVersion"=dword:00000001
"TargetReleaseVersionInfo"="22H2"

It may not work on Windows Home, however.
I have been using InControl successfully.

Just curious what does it do?
Sets the underlying Registry keys for the Group Policy "Select the target Feature Update version". It tells the Windows Update service to select updates for a specific feature update instead of offering latest.

Thank you!
