Not all of Federal law supersedes state law. The Tenth Amendment clarifies:

> The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people.

If it's not given to the federal government to regulate, the federal government can't regulate it.
