Given that Aurora Innovation is running driverless semi-trucks on commercial routes between Dallas, Houston, and Texas as of right now, that would be surprising, yes, but for different reasons.
Aurora also runs with a CDL licensed safety driver in the driver’s seat and they operate only in very carefully planned routes in restricted conditions.
