Describing quantities of chemicals by how many people it could kill is a bit sensationalist. For instance, a truck load of bleach is enough to kill 20 thousand people. It sounds scary, but it's barely noteworthy otherwise.

A truck load of bleach isn't intended for human consumption, a smuggled load of fentanyl is. That's a critical difference.

Besides, if truck loads of bleach were routinely killing thousands of people a year, we'd be freaking out about truck loads of bleach too.
