It is way more than that! Here are my PG&E prices from a recent bill (numbers are transmission + generation):

peak: 53.0 + 18.3 = 71.3 c/kWh

partpeak: 51.3 + 11.1 = 62.4 c/kWh

offpeak: 34.4 + 09.8 = 44.2 c/kWh
