It's step by step. AMD is not shy of Open Source, from my experience. They just need to get their ducks in a row, both from IP and legal aspects.
I remember the times when their driver didn't support power management so it burned my PSU's 3.3 rail, now their cards run out of the box, and people are pushing for bleeding edge.
